    Re: not too much legislative policy - well I remember he got through in minority the greenhouse gas emission regulation although Harper ignored it but it passed because and inspite of his minority led opposition to it.

  2. I presume you mean the Climate Change Accountability Act - which passed in the House of Commons, but didn't become law because the Cons blocked it in the Senate. (And unfortunately it's far from the only example.)
